Case Studies

On the heels of the CEFM deployment test, the USDOT is pursuing EFM adoption through a series of smaller-scale case studies. USDOT’s goal in the case studies is to further implement EFM, but with scaled-back USDOT involvement that focuses primarily on implementing the core components of the EFM architecture at new adoption locations. In the CEFM deployment test, the USDOT was heavily involved in the system design, implementation, test and operation. In the case studies, USDOT’s activity will primarily be in identifying and selecting the case study participants and providing the EFM Package, while it will be up to the participants themselves, and perhaps a small deployment team, to implement the package and assess its performance.  An optimal case study participant is a strong supply chain owner who can bring with him/her the cooperation and participation of their supply chain partners.

In 2008, the USDOT issued a Request for Information (RFI) for potential EFM adoption partners. click here to download a copy of the published RFI. Although responses to this RFI were due within 30 days of its post, it is expected that the USDOT will continue to explore EFM adoption through future RFIs and request for proposals (RFP). Therefore, the information in the RFI is still helpful to potential adopters who may be considering EFM. Building upon the success of the CEFM deployment test, DOT and the EFM integration contractors began working with DEMDACO in Kansas City. DEMDACO is a small importer of gift and tableware based near Kansas City; their supply chain originates in China and relies predominantly on ocean, rail, and motor carrier transport. The major supply chain partners which will participate in the study include the freight forwarder, customs broker and the ocean and motor carriers. The DEMDACO case study is bolstered by coordination with several other improvement initiatives in Kansas City.  The deployment test started in February 2009 and was completed in April 2009.
